This agreement has its origin in the ruling of the TSJC of 13 February 2018, confirmed by the SC, which annuls the POUM of Tarragona of 5 July 2013. This agreement also suspends the processing of derived urban development plans and the granting of urban development licences until urban development planning regulations are issued to provisionally organise this territory, pending the final approval of the Tarragona Municipal Urban Development Plan.
